IGVF-2001 Home page update (#683)

* Initial version of the lab chart using the dataset-summary-agg endpoint.
* Return the three statistics buttons, but with new queries, titles, and links.
* Clean up now-unused items from the code.
* Change the chart color. Don’t use the extra-queries mechanism for the statistics button links — all links should always only include `status=released`.
* Add tabs to select the chart to display. Handle the `no_assay_title` case for the AnalysisSet chart.
* Refactor the type configuration so that more code can share them.
* Have bars in the chart link to corresponding reports.
* Get the dataset summary from a NextJS api endpoint so that we can add caching in the future, whether requested from `getServerSideProps` or the browser.
* Correct the last commit because ESLint stopped working in VSCode temporarily.
* Cache the lab chart data in redis. The TTL for the cache is 30 seconds for now. Probably change it to 20 minutes before PR.
* Cache the home page statistics.
* Reduce unneeded data checks.
* Make the colors of the chart match the corresponding buttons.
* Redefine the types so that it works with Jest tests. Add a Jest test, but work on complete coverage later.
* Fix up the x-axis labels to be whole numbers and automatically scaled.
* Change the label for when a file set has no assay title.
* Get full Jest coverage.
* Color the tabs to match the statistics buttons.
* Add counts at the ends of the bars.
* Fix some errors.
* Fix Tailwind tree-shaking issue.
* Fix the Tailwind CSS type-shaking issues. This might be a temporary solution if my next experiments work.
