[doc]: Security reporting requirement updates (#959)

We've received quite a few security vulnerability reports that are
completely invalid. They take a lot of time to work through and evaluate
for a small volunteer team. We need to try to curb this as much as
possible, and by setting a few simple rules such as enabling compiler
warnings and retest any test cases before submission, we think we can
drastically reduce this number.

We add a required "acknowledgement message" on all security
vulnerability reports and will
