additional_data: Atomically update FTC sources

This commit aims to solve the problem of the two-step delete-then-update
process for importing new org data, where a failed import would leave
the OrgInfoCache empty.

This commit updates the load_org_data management command:
* Add a --replace flag to enable in-place update (upsert) of OrgInfoCache
  entries without having to delete them first.
* Move the list of FTC CSV URLs from a bash script into Python
* Add a --all-ftc-sources flag to import all the FTC sources at once
