Force bar.draw() for genpoll widgets

When using the genpoll widgets in a vertical bar with `rotate=False`,
the layout width never changes which means `bar.draw()` is never called.
As a result, widget offsets aren't changed and stretch widgets aren't
resized. This is a problem if the widget was originally hidden due to no
contents.
