Some more work around rendering

- Added Rendering Surface that manages swap chain and back buffers
- Added simple FPS timer that logs current FPS
- Some minor fixes and improvements to logging
- Refactoring how surfaces are created and managed
- Trying to fix disposal problems Q.Q
- Formatting fixes
- Added methods logging creation and disposal of D3D12 resources
- Fixed frame rendering order
  - InitCommandList() -> BeginFrame //Waits for fence and resets command frame
  - ProcessDeferredReleases() // release resources deferred for this frame
  - Surface.Present() -> Present ready frame
  - BeginFrame() //start recording commands, draw drawables etc.
  - EndFrame()
  - ExecuteCommandList() -> EndFrame()
- Some reorganization within DX12 project
