Add choices sorting and shuffling capabilities  (#1464)

* extend choices arrangement functionality with ReorderableMultipleChoiceTemplate class

- Replace boolean `shuffle_choices` with flexible `choices_order` configuration
- Add new arrangement methods
- Implement clean parameter handling for each arrangement method
- Add helper methods for common operations across arrangement functions
