Fix 687 (#688)

* Add `nfpms` configuration and refine Makefile commands

Updated the Makefile to adjust the `goreleaser` command for improved clarity and consistency, using `--clean` and `--skip` options. Added `nfpms` configuration in `.goreleaser.yml` to support building `.deb` packages with a versioned file name template and relevant metadata.

Fixes #687
