Send INFO with URLs on client connect + don't update for route reconnect

The array of URLs in the INFO protocol is now sent when a client
connects (regardless what protocol this client supports; it should
simply ignore extra fields in INFO).
The server will send async INFO updates to client that support it
when a route is added. If a route disconnects and later reconnect
no update is sent (unless the URLs for this route have changed)
