Rewrote the callback system in `Registry` to be much more flexible. It now supports compile-tile checking of the event callbacks and notifications and can pass an unknown number of arguments of an unknown type.

This also required modifying the Python binding code, so now the callbacks have type hinting to make sure they have the correct signature.
