Handle rustls crypto provider install, hack togglers to work (#1408)

This commit adds print when rustls crypto provider fails to install.

On top of that itcorrects the logic for iterating over loaded messages
in the
`should_persist_messages_and_then_load_them_by_timestamp` test.

Besides that, it adds similar workaround to
`should_persist_consumer_offsets_and_then_load_them_from_disk`.
