[pom] Rework byte code enforcement

Unil parent 51, ignore both provided and test.  Remove that block once next parent released.

Add ignore for optionals.

Remove lib adds for spring, jsp api, etc.  Would have had to add struts if following that pattern, so removal is better with smarter way to check.
