feat!: Only support latest pre-commit 4.0 (#101)

As pre-commit 4.0 introduced several changes in how languages
organized in `pre_commit` code and stages for the hooks, it been
decided to drop off support of all previous pre-commit versions in
this experimental library and support only the latest one.

As well as update dev Python version to 3.12.8 and on top of that
update dependencies, pre-commit hooks, and GitHub Actions to use.
