Redact users in activity log (#3195)

* Add a Policy defining access rules to Activity log resources

* Refactor ACtivity log channel to use newly created activity log policy

* Make sure actor is redacted in API response for users without required permissions

* Forbid querying by actor name other than self and system for users without necessary permissions

* Do not redact system activities
