IGVF-2133 Change from collapsible panels to section directory (#675)

* Remove collapsible-panel controls from all tables.
* Have section directory pick up all panels on the MeasurementSet page.
* Add navigation version of section directory.

* The section-directory menu now stays open after you select a section, and closes when you stop hovering over it. Put arguments to `useSecDir` into an object.
