feat: Add XLS format support with tests and dependencies

Added support for XLS format in the Archivist library:
- Updated `Archivist.Tests.csproj` to include `TestXLS.xls` with `CopyToOutputDirectory` set to `PreserveNewest`.
- Updated `Archivist.csproj` to add `ExcelDataReader` v3.7.0 and `System.Text.Encoding.CodePages` v9.0.0.
- Registered `System.Text.CodePagesEncodingProvider` in `ServiceCollectionExtensionMethods.cs`.
- Updated `HeaderInfo` in `XMLReader.cs` to use a UTF-8 encoded string.
- Added new test classes: `XLSFormatTests.cs`, `XLSReaderTests.cs`, and `XLSWriterTests.cs` to verify XLS format functionality.
- Created `XLSFormat`, `XLSReader`, and `XLSWriter` classes to handle XLS file operations.
