Refactor and standardize base component (#2144)

This PR primarily refactors the base component and adds support for customization via CSS custom properties. As part of this update, this PR also introduces a simplification of output and class variables in favor of the `maybe-output()` and `selector()` functions.

**Additional changes**
- Arrow, scroll-box and sr-only mixins have been moved to `core` while their class output counterparts are still retained in `base`.
- `loading-spinner` class output has been added to `base` as well as the ability to pass position argument to the mixin.
- New vite demo has been added to `base` along with module output examples.
- The base `type` module now uses a module:selector map to determine which modules should include type styles.
- Reorganized base modules into the modules directory.
- Fixed issue with sass watch script.
- Removed broken conditional logic from `css.register` mixin.
- Applied custom properties to `$border` width and style properties.
