* fix unexpected storage update during spam info retrieval #183

The issue it fixes happened at the moment admin does
message check with bot.OnMessage call. The call returns
status of all checks, but in addition, it also updates
approved users table.

* add build for non-master branch

* restore master image deployment

* clarify checkOnly flag comments
