perf: update setup_env.sh

The following changes were made:

- return non-zero exit code on warning;
  The setup script prints a warning message when check failed.
  It is suitable for a manual run and not suitable for automated
  running, because no one will see this warning.
- inverted condition for SMT check, because successful check
  is disabled hyperthreading, not vice versa.
- added a current value of setting to a message in
  `kernel_setting_is_nonzero()`. It is useful to log values.

The step with executing `setup_env.sh` in workflow `perf_micro`
is skipped for regular runners.
