IGVF-2028 Show externally hosted data (#664)

* Add a new wrapper component to standardize the look of all pill-style badges.
* Make a new component to display the “uniformly processed” badge. This prepares for the “externally hosted” badge.
* Add “externally hosted” badge to MeasurementSet and ModelSet search results.
* Display “externally hosted” badge on file list view.
* Make object page header responsive.
* Swap out file download button for a button to open the page for an externally hosted file if the `externally_hosted` property is true. Add tooltips to both this and the usual file download button.
* Add a data item for externally hosted files for all file pages.
* Display the Externally Hosted badge in file tables.
* Add icons for the uniformly processed and externally hosted badges.
* Fix Jest tests.
* Fix Jest tests, the first to be written in Typescript for Typescript React components.
* Make the uniformly processed and externally hosted icons work in dark mode.
* Final clean up.
* Add tooltip to External Host URL item.
* Update external_host_url and external_image_url to have their own tooltips.
