Add a utility package for a mangaged filesystem.

This adds a managed filesystem utility package, which is used by the
upcomign deployment tool to manage directories.

managedfs offers helper functions and directory/file tracking, as well
as the ability to clean a directory up such that it only contains the
files/directories that were added under management.
