Move to julia 1.11 (#207)

* testing julia 1.11

* revert back to 1.9.3 for package compiler

* Disable filter_stdlibs for PackageCompuler

* check size of shared library

* enable filter_stdlibs again

* Finalize P4est mesh as well

* Update .github/workflows/ci.yml
