Fixed MNTM's implementation of read_input_as_ntm (#239)

* Since we're using Flake8 and black, we should put the 88-line ruler, which is black's default max line length + isort.args is available through ms-python.isort

* Fixed read_input_as_ntm implementation and added thorough test

* Update test_mntm.py
