feat: Centralize workflows, update frameworks, and refactor code

Centralized workflows for various CI/CD tasks including Dependabot reviews, documentation publishing, .NET publishing, and testing. Updated target frameworks in project files from `net6.0` to `net8.0` and `net9.0`, and updated package references. Refactored `Module.cs` to use `RegisterEnlighten` method and added `CanisterRegistration.cs` for service registration. Updated `.editorconfig` with new C# style rules. Modified `dependabot.yml` for new NuGet package directories and dependency rules. Updated `README.md` and `docfx.json` to reflect changes.

BREAKING CHANGE: Removing .Net 6/7 support as .Net 9 dependencies say they work with it in the package but then throw warnings. I don't know why this approach was taken but it breaks a bunch of automation.
