feat: Update configs, target frameworks, and workflows

Updated .editorconfig with new C# style preferences. Modified dependabot.yml to change NuGet directory and add a new package ecosystem. Updated codeql-analysis.yml, dependabot-reviewer.yml, docsfx.yml, dotnet-publish.yml, and dotnet-test.yml to use centralized workflows from JaCraig/Centralized-Workflows. Changed target frameworks in ExampleApp.csproj, TaskMaster.Tests.csproj, TaskMaster.csproj, and docfx.json to net8.0 and net9.0. Updated package versions and added new dependencies. Simplified TaskMaster.Modules' Load method and added RegisterTaskMaster extension method.

BREAKING CHANGE: Removing .Net 6/7 support as .Net 9 dependencies say they work with it in the package but then throw warnings. I don't know why this approach was taken but it breaks a bunch of automation.
