feat: Update configs, workflows, and target frameworks

Updated .editorconfig with new style preferences and naming rules.
Revised dependabot.yml to change directories and add ecosystems.
Modified codeql-analysis.yml to adjust schedule and permissions.
Centralized workflows in dependabot-reviewer.yml, docsfx.yml,
dotnet-publish.yml, and dotnet-test.yml.
Changed target frameworks in Spellchekr.Example.csproj,
Spellchekr.Tests.csproj, Spellchekr.csproj, and docfx.json to net8.0
and net9.0.
Updated SpellcheckerTests.cs with a missing using directive.
Refactored ServiceCollectionExtensions.cs namespace and methods.

BREAKING CHANGE: Removing .Net 6/7 support as .Net 9 dependencies say they work with it in the package but then throw warnings. I don't know why this approach was taken but it breaks a bunch of automation.
