Update to use new version of battdat (#105)

* Update to use new version of battdat

1. Rename imports
2. Adjust how subdatasets are accessed
3. Adjust metadata definitions
4. Flip sign convention

* Convert Path to str

There seems to be a bug in type checking. I'll make a fix
in battdat, but don't want to hold up this release until we get there

* Unbotch my merge

* Bump requirements to Py3.10

* Use Py3.10 when building documentation
