fix: Update dependencies, workflows, and refactor code

Updated `dotnet-tools.json` to upgrade `husky` and added `rollForward` property. Modified `dependabot.yml` to change directories and add new ecosystems. Updated `codeql-analysis.yml`, `dependabot-reviewer.yml`, `docsfx.yml`, `dotnet-publish.yml`, and `dotnet-test.yml` to use centralized workflow references and added permissions and secrets.

Updated target frameworks and package versions in multiple `.csproj` files. Refactored `TypeConversionTests.cs` and `DataMapper.cs` for nullability, explicit types, and array shorthand syntax. Refactored `ConverterBaseClass` and other converters for explicit types and array shorthand syntax. Updated `ObjectCartographer.csproj` and `docfx.json` target frameworks and package references.

BREAKING CHANGE: Removing .Net 6/7 support as .Net 9 dependencies say they work with it in the package but then throw warnings. I don't know why this approach was taken but it breaks a bunch of automation.
