No transform when checking + check code reorg (second attempt) (#796)

* Avoiding ebpf_transform on check should improve performance
* Verifiy in phases
* Add the assume commands that triggered unreachability to error messages
* More constness on ebpf_checker:  should not mutate the invariant
* No reachability notes on assume-assert
* Use dedicated exceptions for input errors; not warnings
* Remove line_info from raw_program
* no higher-order timed_execution()
