Update code & dependencies to address deprecation warnings (#648)

* address pandas future_warning about accessing cells

* convert gfunction df values in a way that makes Pandas happier

* bump teaser to 0.7.7

* use development branch of teaser to address deprecation warnings

* use new teaser syntax

* remove outdated TODO from docs/conf.py

* test using `unsafe-fixes` in ruff

* restore a test of nrel buildings

* comment to document ruff "unsafe" fixes

* fix real call to mr.run_in_docker, and add debug logging

* add skip with explanation for spawn translator test

* skip removing intermediate file if dir, and add debug logging

* change deprecated pandas syntax

* upgrade teaser to v1.0.1

* regenerate dependency lock file
