dotty.descape: Handle CSI/VT52/VT100 function key escapes

This implements support for handling function keys F1-F12, Home, End,
PageUp, and PageDown. The implementation supports VT52 simple escapes
(ESC <letter>), VT100/ANSI (ESC O <letter>), and CSI tilde escape
sequences (ESC [ <key> ; <modifier> ~).

The VT52/VT100 escapes are described in:
