bug: keep NCP on Helm upgrade

Creation of NicClusterPolicy was removed from
the Helm Chart.

In order to avoid deletion of the CR on Helm upgrade,
a Helm hook adds a 'keep' annotation to the NCP if needed,
before running the actual upgrade.
