Unversion gemfile (#468)

## Goal
Increase security and compatibility by:
* requiring the [latest Ruby version](https://endoflife.date/ruby)
* *not* specifying dependency versions

This should also reduce Dependabot noise.

## Approach
1. Require Ruby 3.3 in `.ruby-version`, `test.yml`.
2. Remove versions from `Gemfile`.
3. Add and require the recommended extensions in `rubocop.yml`:
    * rubocop-factory_bot
    * rubocop-rails
    * rubocop-rspec
    * rubocop-rspec_rails 
4. Fix warnings.
