conf: remove old rubies, dependency versions (#42)

## Goal
Increase security and compatibility and make the install process less brittle by:
* restricting Ruby to [supported versions](https://endoflife.date/ruby)
* *not* specifying dependency versions

## Approach
1. Remove unmaintained Ruby versions from `test.yml` and update `required_ruby_version`.
2. Remove versions from `Gemfile` and `gemspec`.
3. Streamline `test.yml` by removing `name` and using latest action versions.
4. Add `rubocop.yml`, `rubocop-performance`, and require all rubocop extensions/cops.
5. Fix warnings.
