No tags with -t or -T now warning instead of error

Falling back to --root-ref value (default master) when no tags are in
remote (that have docs). Otherwise for new projects users would need to
remove -t and then add it back after their first release, dumb.

100% test coverage by replacing if statement with try/except in TempDir
class.

Adding back -t in tox.ini.
