Enable existing Rubocop extensions; add rubocop-performance (#126)

## Goal
Configure installed Rubocop extensions correctly and add `rubocop-performance`.

## Approach
1. Add `rubocop-performance` to `Gemfile`.
2. Add `rubocop.yml` and require all extensions.
3. Run `rubocop -A`.
4. Fix remaining warnings.
