IGVF-1954 File graphs on file-set pages (#633)

* Add npm packages for the graphs.
* Update package-lock.json after rebase conflicts.
* Display both the accession and the file’s `file_format` in the nodes.
* Clicking a file node presents modal.
* Don’t link to the file set in the modal if the file set is the one we’re looking at.
* Display derived_from files from outside the displayed file set.
* Move functions to retrieve derived-from files to lib/files.ts.
* Set the width of the SVG from the layout, and center it horizontally in the panel.
