Fix/silence clang-tidy misc-include-cleaner warnings (+more)

Disable misc-include-cleaner for tests, which causes a lot of
false-positives around Celerity includes since we upgraded to
clang-tidy-18.

While we're at it, also disable cppcoreguidelines-avoid-do-while
globally and cppcoreguidelines-avoid-non-const-global-variables for
tests.
