fix: Update CI, NSubstitute, and add .versionize config

Updated `dotnet-publish.yml` to modify the `Versionize Release` step by removing the `--changelog-all` flag, adding `continue-on-error`, and setting local Git user email and name. Upgraded `NSubstitute` in `Gestalt.ASPNet.Controllers.Tests.csproj` from `5.1.0` to `5.3.0`. Added a new `.versionize` configuration file to include all commits in the changelog.
