Limit parallel containers of Transmogrifier

Why these changes are being introduced:

This app should support running 10, 100, or 1000 input files gracefully.
This would not be possible if every input file (and its actually doubled
given the A/B versions) were running in parallel as detached Docker containers.

An approach was needed to limit the number of concurrent containers, while
still running them with some concurrency.

How this addresses that need:
* Use threads to invoke the docker containers
* Thread is blocking until container finishes
* Limiting of parallel containers is achieved by
limiting parallel threads

Side effects of this change:
* None
