* fix(lib-react-components): wait for login before fetching unread messages and notifications

Wait for the current Panoptes user to be signed-in before fetching unread messages and notifications. See https://zooniverse.github.io/panoptes-javascript-client/#panoptes-javascript-client-auth-authcheckbearertoken

* update auth for lib-user hooks

* move token fetching into usePanoptesAuthToken

* fix formatting

* Set default token dynamically in the browser
