Allow Type objects to be dumped via BaseError operator<< (#187)

`Type` class interface was lacking `std::string dump() const` method.
Also, to resolve overload ambiguity in favor of `std::to_string`
approach for dumping integers, an additional constraint was added to
`BaseError::operator<<` declaration.
