[#401] Changing the layout for OCDS

The template change means template changes for both OCDS and 360
due to editing explore.html

Makes the OCDS headlines, and convert boxes half page and uses similar
language to that used in the 360 version (more human readable)

sass/css changes are designed to make the contrast in the panels
better, and to fir the theme when things like success/warnings are
still carrying some bootstrap defaults

360's convert to spreadsheet button is now green instead of blue

Tests should pass.

Warning panels: tenders_releases_2_releases.xlsx
tenders_releases_2_releases_not_json.json
WellcomeTrust-grants_fixed_2_grants.json (green convert button)
