feat(focus,plasticity): make swapping lose focus and permanence

Variable `partial-recall-intensities` can now also connect an action
with a negative number, meaning that when is performed, focus can be
lost (although never lower than 0).

The function in `partial-recall-plasticity` that governs adding
permanence at a user-defined threshold was amended to also take away
such permanence if focus falls below that threshold again.

The function `partial-recall--set-permanence` now accepts additional
optional argument `KEEP-FOCUS` to make sure that this loss does not
automatically mean all focus is lost when permanence is.

User-triggered excising will still reset the focus.
