[ENH] Split `/attributes` into attribute-specific resources (#126)

* make query params optional in n-API request, & create CRUD func for fetching pipeline vers

* add pipelines router with endpoint for fetching versions

* test new endpoint

* split /attributes into attribute-specific routers using path function factory

* clean up CRUD func and ensure routers are added to main app

* create mapping of resources to term URIs for attributes, update tests
