IGVF-1378 Audit documentation directory (#637)

* Implement the section directory mechanism, including the trigger button and dropdown menu of sections. Add this functionality to the audit documentation page. Update the measurement-set page to display the alternate accessions on their own instead of as a child of the page preamble.
* Update comments and improve styling.
* Fix problem of the directory not working unless you navigate to the audit page instead of loading the audit page.
* Make the styling closer to final.
* Use custom Tailwind CSS colors.
* Allow for custom section directory item renderers, and use that for the audit renderers.
* Change icon for the section directory to a custom icon. Determine whether a type is a parent or not so we can boldface menu items and panel titles based on that.
* Take care of crash when loading audit page and trying to render while the schemas haven’t loaded.
* Add highlighting to the target anchor when the user selects it from the menu, and fade it out.
* Make the section directory menu show the selection from the keyboard arrow keys.
* Change the way alternate accessions get displayed to work with the new sticky headers.
* Account for sticky headers on schema index and individual schema pages.
* Trigger the collection of section titles on a change. This helps with the audit page because its section titles change once the profiles load.
