Fix DeprecationWarning from datetime.utcfromtimestamp()

Fixes

    irclog2html.py:157: DeprecationWarning:
    datetime.datetime.utcfromtimestamp() is deprecated and scheduled for
    removal in a future version. Use timezone-aware objects to represent
    datetimes in UTC: datetime.datetime.fromtimestamp(timestamp,
    datetime.UTC).

and then .isoformat() returns a string that ends with +00:00, which I
don't want, so I have to use strftime() instead.

Oh, BTW, if I use datetime.UTC like the warning suggests, things break
for Python < 3.11.  I have to use datetime.timezone.utc instead.
