Fix Renovate config to keep Python version consistent

Avoids Renovate from breaking Python version.

To properly bump the Python version for the app we would need to:
- Bump the version in pyproject.toml
- Bump the version for GitHub Actions
- Update base image

This fix also adds support for Python 3.13.
