Fix Google Data extension to use JSON instead of JSONP (#6898)

* Switch to JSON because JSONP was removed. Fixes #6897

Also cleanup warnings about potential type coercions in comparisons.

* Attempt to provide useful errors for JSONP callers

This won't help clients who don't check for errors
(like the OpenRefine web client), but should at last
give a hint as to what's going on.

* Remove extraneous semicolons

* Make JSONP checks less aggressive

- Move checks from general Command to GetRowsCommand
- Also add some Javadoc

* Lint
