[Render/Texture] Internal formats are more specific

- Desktop OpenGL allows standard formats, e.g. GL_RED, to be used as internal formats, but OpenGL ES does not
  - The formats are now always sized, which makes more sense anyway

- Disabled mipmap generation for sRGB(A) texture with WebGL, which doesn't seem to support it
