[CHIA-1562] validate block signature as part of `run_block_generator()` (#745)

* validate block signature as part of run_block_generator(). There is an opt-out for tests and maybe we'll need it in production too

* fix comment

* fix BlsCache update

* add option to not validate signatures, in test-block-generators

* restore checking invalid message suffixes for agg sig unsafe, even when DONT_VALIDATE_SIGNATURE is set. For backwards compatibility

* address review comments
